Phillips Development Corporation (“PDC”) is the current managing partner / developer of Hacienda de Caballo. PDC was established in 1984 and specializes in acquiring, entitling and subdividing large land parcels within a master planned community. PDC will be entitling the property, building the infrastructure, creating building pads for lots, and establishing key design standards cohesive to the overall vision of the development. After completion of the initial infrastructure, PDC will sell off smaller subdivided parcels to builders and developers to execute the final residential or commercial end products.

Bill Phillips, who runs PDC and its associated planning and design firm PBR, has executed this business plan on some of the largest and most notable mixed-use developments in the country, including Rancho Santa Margarita and Monarch Beach in Orange County, CA, The Woodlands in Houston, Summerlin in Las Vegas and Stonebridge Ranch in Dallas. Co-managing partner Jim Stout, who was founding president of Daon Corporation, one of the largest public real estate companies in the 1980s, has been responsible for entitling over 100,000 acres, including noteworthy projects such as Shadow Ridge Country Club, Vista, CA, La Costa Land Company, Carlsbad, CA, Belcourt, Newport Beach, CA and Scripps Ranch, San Diego.
