William R. Phillips
Mr. Phillips established the Phillips Development Company (PDC) in 1984 as a real estate development
and management company. Since that time, PDC has gone on to acquire a reputation for excellence
and high level of professionalism. The company’s approach to all its endeavors has garnered national
acclaim and awards for many projects over the years, and has resulted in the expansion of the firm into
the specialized areas of urban design, new community development, fiscal and environmental analysis
and entitlement strategy. The firm is known for its ability to manage projects successfully, which are
highly complex in both a physical and political nature.
Over the years, PDC has formed ventures and associations for the direction and development of significant projects.
- Mr. Phillips set in motion the original direction and business plan for Rancho Santa
Margarita Company, one of the most successful planned communities in the United States today.
- In a venture with Mr. David Stein, he created what is today the Monarch Beach golf
community including the Ritz Carlton on the beach in southern Orange County,
California. Another well respected and publicized project is Coto de Caza, a 4,000-acre
golf course community started and directed by Mr. Phillips and Mr. Nelson Rising and
now being completed by the Chevron Land Company.
- In 1985, PDC formed a joint venture partnership with Southmark Pacific, the financial
partner, and acquired the Talega Valley project. As the original owner/developer,
PDC accomplished all the necessary entitlement and approvals to proceed with the
development, including zoning, vested tract maps, grading permits and required environmental permits.
Construction started and the property was sold in late 1990 to JMB/Arvida.
- Working with Disney, PBR and Mr. Phillips spent 8 years formulating the Disney Paris
project from inception to opening day. This led to the relationship with Universal Studios
Florida and Port Aventura in Spain.
- Currently MGM has entered into an intellectual properties license agreement with PDC
for the Riverbend Crossing project, south of Memphis, Tennessee as the first of a series
of Themed Entertainment/Retail Anchors in multi use projects.
In addition to his development activities, Mr. Phillips is also President of PBR, a planning, design and
environmental research firm currently involved with a variety of projects in California, Washington,
Nebraska, Arizona, Texas, Utah, Hawaii, Florida, Mexico, Spain and China. The firm’s superior
reputation has been built upon projects which demonstrate a creative design approach and reflect
the realities of economic development, jurisdictional controls of approval and responsiveness to
environmental sensitivities. Notable PBR projects include: The Woodlands in Houston, Texas,
Summerlin in Las Vegas, Nevada, The Stonebridge Ranch in Dallas, Texas and various resort projects
in Hawaii and Mexico.
Mr. Phillips received his Bachelors of Science Degree with the California Polytechnic State University,
Pomona in Architecture and Urban Design.
